Across the country, electric deregulation has been an important policy issue at federal, state and local levels.  Local governments have struggled with how to better serve their constituents by obtaining the most inexpensive and efficient electricity.  Senate Bill 3 (SB3), initially promoted by the Ohio Consumers Council to promote competition and ultimately reduce electricity costs for residents, passed by the General Assembly on June 22, 1999, and signed by Governor Taft on July 6, 1999, has brought these concerns to community leaders throughout Ohio.  Although SB3 was passed, the legislature has actually delegated the establishment of the rules to the Public Utilities Commission of Ohio (PUCO).  This process has promulgated some complex regulations that the Mayors’ Think Tank of Northeast Ohio (hereafter called MTT) are evaluating and interpreting.
