Dr. James Tinnin and Dr. Melinda Holmes with the gubernatorial proclamation.On October 18th, Dr. Melinda Holmes, assistant director of the Center for Public Administration and Public Policy, and Dr. James Tinnin, former director of the Center, were honored by Ohio Governor Ted Strickland for 25 years of service to the Ohio Municipal Clerks Association.

"It was quite an honor and surprise," Dr. Holmes said after receiving the gubernatorial proclamation. "Our two primary goals over the years have been to make this program interesting and valuable to the clerks and this award proves that we have done just that."

The Center, which began offering the Municipal Clerks Career Development Program in 1983, has continually offered clerks from both Ohio and West Virginia professional and personal development continuing education credits. These credits can be applied toward their certification as a Certified Municipal Clerk and/or Master Municipal Clerk.

The lessons provided at the program are specifically designed for and devoted to the municipal clerk position. "The program provides professional education for municipal clerks. It is our goal to improve the professionalism of municipal clerks in Ohio and West Virginia."

Municipal clerks in Ohio are responsible for recording minutes at local government council meetings, keeping the official records of the community and providing information about the community. "Because there may only be one or two clerks to a city, village or county the clerks come to the program to network and meet their fellows."

"In the past 25 years, this program has become more than just a series of workshops. It (the program) has become the face of Kent State University tot he clerks that have attended our workshops throughout the years."
