Below are some frequently asked questions about parking on campus.

Customer Concerns:


Are freshmen residence hall students allowed to bring a car to campus?

All residence hall students are eligible to purchase a campus parking permit. However, freshmen who have earned less than 30 credit hours may only purchase a stadium permit. See the campus parking map for the stadium location. Parta bus service transports students to campus. The bus service runs every 8-12 minutes from the stadium. There is on-site security 24 hours/day, 7 days/week at the stadium.

Where are the emergency telephones?

Campus emergency phones may be found in most lots on campus. These phones are clearly visible by the bright blue light above each phone. Emergency phones may be used to contact police for fire, medical, or other emergencies or to report suspicious activity. They may also be used to contact Parking Services for motorist assistance (24444) or Campus Bus Service for a shuttle (27433).

Where does money from the ticket fines and permit fees go?
The Division of Parking Services is not supported by the state and is an auxiliary division of Kent State University. The University does not contribute financially to Parking Services, and no mandatory student fees are used to support the departmental budget. Parking Service's operating budget is built entirely on projected income from student and staff permit sales, meters, special event parking, parking fines, the Student Center Visitors lot, conference, and workshop parking.

Fiscal expenditures include salaries and benefits for 25 administrative and civil service employees, as well as salaries for 25 student employees. In keeping with Parking Services Mission, the department is committed to providing safe, well-lit, and well-maintained parking lots. This critical responsibility encompasses more than 71 surface lots that require costly lot repairs, painting, patching, resurfacing, snow plowing, salting, and weed control.

Additionally, Parking Services is pro-active in installing and upgrading parking lot lighting, and providing outdoor "Blue Light" emergency telephones in most parking areas on campus. Parking Services also assumes the responsibility for maintaining a Motorist Assistance Program that provides free jump starts, gas transports, lock-outs, and tire inflates to any vehicle on campus that requires assistance.

Upon fiscal year completion, excess departmental income is transferred to a capital improvements account. Thus, the feasibility of new parking lot construction, major repairs to existing lots, and capital improvements is determined by the available balance of this account.

What are my responsibilities as a customer?

1. A parking permit authorizes the registered owner to park on Kent State University property according to University rules and regulations.

2. This permit is for you, the registered owner. DO NOT sell or transfer it to anyone else. If you no longer need it, return it to Parking Services for a pro-rated refund.

3. The permit is not considered valid unless it is hanging from the inside rearview mirror and visible from the outside.

4. A vehicle must be parked in a parking space. Never on unposted dirt, grass, or in traffic lanes.

5. Drivers are responsible for finding an authorized parking space. Mechanical problems, inclement weather, or other conditions do not justify parking violations.

6. A parking permit does not guarantee the holder a specific parking space. It provides the opportunity to park within an area designated for a specific permit. If your preferred lot is full, you must find another "legal" parking place.


Permits:
How do I buy a permit?
Summer - Permits are issued on a first-come, first-served priority basis according to class standing. Over-the-counter sales of summer parking permits begin the third week of May. Permits may also be purchased online by completing the Permit Purchase Form. If you need a permit for Intersession, please come to the Parking Services Office.

Fall/Spring - Permits are issued on a first-come, first-served priority basis according to class standing. Over-the-counter sales of fall/spring parking permits begin the second week of August. Permits may be purchased online by completing the Permit Purchase Form. These permits will be charged to your Bursar's account and mailed to the address given at the beginning of August.

I have a medical disability. How do I get a special permit?
State Handicap Placard - Kent State University policy requires students, faculty, or staff with a state handicap placard to also purchase and display a KSU Handicap permit. Permits may be purchased at Parking Services after presenting their state placard along with their registration.

Temporary Medical Conditions - A Handicap permits is available to students with short-term medical disabilities. Students requesting special parking must apply for a special permit with Parking Services. Parking Services will require  documentation from the doctor to aid in determining the length of time a special permit may be needed. A temporary, one-week permit may be issued to a student while awaiting information from the doctor.

What if I have more than one vehicle or I am using a rental car?

The permit hang tag is transferable from car to car. If you "forget" to transfer your permit, you may come to the Parking Services office for a one day replacement permit. If you receive a citation for "Permit not displayed" and have a current permit for that lot, the fine can be reduced to two dollars if brought to our attention. At this time, our information systems do not allow the prevention of ticketing nor the reduction of the fine to be done automatically.
I lost my permit. How do I replace it?

If your permit becomes lost or stolen, you can complete a Lost/Stolen Permit Report and we will issue a replacement permit for two dollars. If you find your old permit, DO NOT USE IT. Return the permit to Parking Services for a refund. All permits reported lost or stolen are encoded into our system and actively searched for by our employees. Any vehicle displaying a lost or stolen permit may be immobilized or towed and the vehicle's owner will be referred to the Office of Judicial Affairs with an immediate parking suspension.
My friend has a permit and no longer needs it, may I buy it from them?
NO!! Permits can only be purchased from Parking Services. We investigate all reports of misuse of permits and lost and stolen permits. If you no longer need a permit, return it to us for a pro-rated credit.
Purchasing a permit from someone other than Parking Services can result in immobilization or towing of the vehicle and referral to the Office of Judicial Affairs for disciplinary action.

Violations:

I disagree with a parking citation that I received. How do I appeal it?
Please complete the parking citation appeal form. More information regarding appeals can be found here.
How do I get my first ticket voided?
One ticket per license plate number may be voided as a courtesy to Kent State University visitors, provided it is not a fire lane, handicap, or fire hydrant violation. Please follow the directions on the back of the citation.
 
When do prices of violations increase?
All ticket prices increase by $5.00 if not paid in our office, on-line, or through a courtesy box within seven (7) calendar days. Normal ticket fines are:
  • $15.00 for tickets one and two
  • $35.00 for tickets three (3) through eight (8)
  • $50.00 for tickets nine (9) and up.
  • Parking in a handicap area is $100.00
  • Displaying a lost/stolen or altered/counterfeit permit is $100.00

How do I pay for ticket/permits?

Tickets or permits may be purchased with cash/check, Visa, MasterCard, Discover, and the Golden Flashcards.
You can pay
online for tickets or permits at the Parking Web site.  After ten days, the tickets will be transferred to your account at the Bursar's Office. Permits may also be charged to your Bursar's account .


Why am I getting charged for these tickets when my friend is driving my car?

If the car is registered to you or your permit is hanging in a car, you are responsible for the tickets. The permit is yours and yours only. Never lend it out.

What is a Red,Green, or Orange Tag?
 
A RED TAG is a "bright red" warning sticker placed on the vehicle as a final warning.  This vehicle is on the Parking Services hot list and can be immobilized (booted) or towed. This tag is issued for:

1. unpaid parking tickets
2. frequent violators
3. displaying a lost/stolen, altered, or counterfeit permit
4. parking on campus during a parking suspension

If your vehicle has received this warning, DO NOT PARK ON CAMPUS, (including meters, and the Kent Student Center Visitor Visitors lot) until you have contacted Parking Services.

A GREEN TAG is a "
bright green" warning sticker placed on a vehicle that is parked in a lot that frequently becomes full and causes complaints from valid permit holders, or because the vehicle has been ticketed previously in the same lot. If this vehicle is parked illegally in a lot where it was previously Green tagged, the vehicle will be towed or immobilized (booted) at the owner's expense.

An ORANGE TAG is a "bright orange" warning sticker placed on a vehicle to warn the violator that the vehicle is now under "Frequent Violator" status. This vehicle can be towed or immobilized (booted) any time it is found parked illegally on university property. Continued violations may also result in referral to Judicial Affairs, and/or the suspension of parking privileges.

What if my car is disabled?
Call our Motorist Assistance line at 672-4444 or Police Services at 672-2212 when Parking Services is closed.
I am a volunteer at Kent State University, where do I park?
If you are not a student, come to our office with a letter of service (on their letterhead) from the office where you will volunteer. We will issue you a volunteer permit at no charge. Thank you for giving your time to Kent State University.
