Part I: Essential Information for Emergency Preparedness
Personal Responsibility A transitional period exists between the onset of an emergency and the full mobilization of safety forces and other life-saving personnel and equipment. Depending on the emergency, this period may extend from hours or days. It is also recognized that full mobilization does not guarantee personal safety. With these facts in mind, all persons are encouraged to take personal responsibility by exercising good judgment and to take the necessary precautions to maximize their safety and prospects for survival.
