Evaluation Theory

The Research and Evaluation Bureau develops and implements quantitative and qualitative research designs, including convergent and explanatory sequential mixed methods. Program evaluation designs provided include formative, process, impact, and outcome evaluations. 

The Bureau uses its own Layered Evaluation Strategy (LES) to conduct evaluation research (see diagram at bottom left). 

Formative evaluation: Identifies and analyzes data to document the extent to which a program and its related activities are feasible, appropriate, and acceptable for the targeted population.   

Process evaluation: Identifies and analyzes data to document the extent to which the activities of a program have been implemented as intended.

Outcome evaluation: Identifies and analyzes data to document the extent to which a program achieves its defined outcome objectives. 

Impact evaluation: Identifies and analyzes data to document the extent to which a program is effective in achieving its ultimate goals.
