Administrative policy regarding crowd management

  1. Purpose. In order to provide safe and secure events on campus, the following policy provides provisions for crowd management.
  2. Definitions. For the purposes of this policy, the following definitions shall apply:
    1. "Crowd management" shall mean procedures established to maintain order among attendees at an event through the involvement of one or more registered student organization(s) or university department(s).
    2. "University department" shall mean any officially recognized unit of the university's organizational structure.
    3. ‚ÄúRegistered student organization‚ÄĚ shall mean the status given to those student organizations which register and meet the criteria for registration according to rule 3342-4-11.2 of the Administrative Code.
  3. General.
    1. All events must be sponsored by a registered student organization(s) or university department(s). Any non-university entity interested in hosting an event must work with an appropriate registered student organization(s) or university department(s).
    2. The registered student organization(s) or university department(s) sponsoring events are responsible for making the necessary provisions to maintain the peaceful demeanor of the attendees, including the arrangements for safety services.
    3. The registered student organization(s) or university department(s) sponsoring events are responsible for the financial obligations related to the arrangements of securing the event.
    4. The determination of whether an event shall be considered a subject to this policy shall be made by the dean of students, or designee, or the regional campus dean, or designee, in consultation with the chief of police, or designee.
