What is Title VI of Civil Rights Act of 1964?
Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color, or national origin in programs or activities that receive federal financial assistance.
Title VI states that "no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance." To further enhance our current procedures and process around complaints and reports regarding discrimination and harassment, the Division of People, Culture and Belonging and the Office of Compliance promotes a positive, diverse, healthy and safe work and academic environment that ensures equal access to employment and educational opportunities. The following items serve as reminders of information and resources available to the Kent State community:
Investigative Procedures
The University’s current procedures for investigating students, faculty and staff complaints/allegations of racial, religious, and ethnic hate incidents or incidents of harassment that occur during a class or university-sponsored event held at the institution. University policy 5-16 prohibits discrimination and harassment based on race, color, religion, gender, sex, sexual orientation, national origin, ancestry, disability, genetic information, age, and protected military or veteran status. The procedures shall include:
- An option to submit a complaint or report anonymously
- Take potential disciplinary actions
- Mandatory communications of investigation outcome
Future Training Requirements
On or about July 1, 2025, a training model created by the Ohio Department of Higher Education will be available to all institution administration, faculty and staff, which will teach on how to respond to racial, religious, and ethnic hate incidents or incidents of harassment that occurs during a class or university-sponsored event held at the institution at the time the incident occurs. Additionally, administrative policy 5-16.3 addresses training in response to racial, religious and ethnic hate incidents or incidents of harassment.
Diversity, Equity, Inclusion, and Belonging (DEIB) Taskforce
The Diversity, Equity, Inclusion and Belonging (DEIB) Task Force has formed a subcommittee on Combating Antisemitism, Islamophobia, and Anti-Christian hate. The work of this subcommittee will also combat hatred, harassment, bullying, or violence toward others on the basis of their actual religious identity or what is assumed to be their religious identity at the institution. Referred to as the Anti-Religious Hate subcommittee, faculty, staff and students will work to review existing policies and processes and make recommendations on how Kent State can improve the sense of belonging and safety for all community members.
