Per participation in NC-SARA, Kent State University is approved to offer online/distance learning programs to residents of these states (except where noted - see below):
 
NURSING - Due to issues related to state board of nursing licensure, the following programs are not available to Louisiana and Washington state residents: R.N. to B.S.N., Doctor of Nursing Practice, Adult Gerontology Clinical Nurse Specialist, Adult Gerontology Acute Care Nurse Practitioner, Nursing Education, Women’s Health Nurse Practitioner.

California Per CEC §94874 and §94874.5, as an out-of-state public institution, Kent State University is not under the purview of the California Bureau of Private Postsecondary Education. Therefore, Kent State is in compliance with California regulations to offer online/distance learning programs to California residents.
Connecticut Kent State University does not have physical presence in the state, as defined by the Connecticut State Regulations for Licensure and Accreditation of Institutions and Programs of Higher Learning. Therefore, Kent State is in compliance with Connecticut regulations to offer online/distance programs to Connecticut residents.
Delaware Kent State University does not have physical presence in the state as defined by the Delaware Department of Education. Therefore, Kent State is in compliance to offer online/distance learning programs to Delaware residents. Note - The Delaware legislature is revising statute related to authorization of online programs. Please check back in early 2016 for updates.
Florida Kent State University does not have physical presence in the state as defined by the Florida Commission for Independent Education. Therefore, Kent State is in compliance with Florida regulations to offer online/distance learning programs to Florida residents.
Hawaii Per §305J-3, Kent State University is exempt from the Hawaii Post-secondary Education Authorization Program. Therefore, Kent State is in compliance with Hawaii regulations to offer online/distance learning programs to Hawaii residents.
Kentucky
Per the Kentucky Council on Postsecondary Education, licensure is not required at this time for Kent State University. Therefore, Kent State is in compliance with Kentucky regulations to offer online/distance learning programs to Kentucky residents.
 
Kent State University is not yet approved to offer programs with on-ground components (clinical, practicum, internship, etc.)

New Jersey Kent State University does not have physical presence in the state as defined by the New Jersey Commission on Higher Education. Therefore, Kent State is in compliance with New Jersey regulations to offer online/distance learning programs to New Jersey residents.
New York
Kent State University does not have physical presence in the state as defined by the New York Office of College and University Evaluation. Therefore, Kent State is in compliance with New York regulations to offer online/distance learning programs to New York residents.

North Carolina
Kent State University does not have physical presence in the state as defined by the North Carolina Board of Governors. Therefore, Kent State is in compliance with North Carolina regulations to offer fully online/distance learning programs to North Carolina residents.

Ohio Kent State University is authorized by the Ohio Department of Higher Education to offer online/distance learning programs to Ohio residents.
Pennsylvania Kent State University is authorized by the Pennsylvania Department of Education to offer online/distance learning programs to Pennsylvania residents.
South Carolina Kent State University does not have physical presence in the state as defined by the South Carolina Commission on Higher Education. Therefore, Kent State is in compliance with South Carolina regulations to offer online/distance learning programs to South Carolina residents.
Utah Per the State of Utah Department of Commerce, Kent State University has met the requirements of Utah Code Ann. §13-34a-203 to be a registered postsecondary school required under 34 C.F.R. 600.9 to be legally authorized by the State of Utah to offer programs to Utah residents. 
Wisconsin As an out-of-state public institution, Kent State University is not under the purview of the Wisconsin Educational Board. Therefore, Kent State is in compliance with Wisconsin regulations to offer online/distance learning programs to Wisconsin residents.
Washington, D.C. Per the District of Columbia Office of State Superintedent of Education, Kent State University is not required to be licensed at this time. Therefore, Kent State is in compliance with Washington, D.C. regulations to offer online/distance learning programs to Washington, D.C. residents.
