FlashLine Updated to Accommodate Meal Plan Changes

Changes were made to the cost and availability of meal plans for the upcoming year to accommodate cohort pricing. We made changes in the back end system, as well as in FlashLine, to implement a filter for the cohort rates so that the correct meal plan rates are displayed to the students.
